Why Your Martech Stack Is Only 33% Used (And What to Do About It)

A mid-market marketing director we talked to last quarter pulled up her stack. Forty-one tools. She could name the purpose of about thirty of them. Of those thirty, her team actively used maybe twelve in a given week. The annual contract value across the whole stack was somewhere north of $400,000. The team was four people.
She is not unusual. She is the median.
Gartner's 2023 martech survey found that marketing teams use only 33% of their stack's capability, down from 42% in 2022 and 58% in 2020. Three years in a row, utilization fell. Spend kept rising the whole time. The math on this is uncomfortable, and the buyer pattern that produced it is the same one most marketing teams are still running today, which is the structural problem laid out in the marketing stack audit for the CMO.
This paper is about why your martech stack is underused, what it's actually costing you, and how to fix it without throwing out everything you bought. The answer is mostly not "buy a new platform." It's "use the ones you have, then cut the ones you don't."
How did marketing teams end up using a third of what they bought?
The 33% number does not come from one bad decision. It is the cumulative result of a decade of incentives all pulling in the same direction.
The first incentive is the pace of vendor releases. Every major platform, from HubSpot to Salesforce to Marketo to the smallest point solutions, ships new features constantly. Roadmaps are public. Quarterly release notes run twenty pages. Most marketing teams could not keep up with the new features in the tools they already own if they tried. The platforms keep getting wider faster than buyers can absorb the width, so utilization mathematically falls even when nothing else changes.
The second incentive is the way martech is bought. Most stack additions are not the result of a thorough audit. They are the result of a pain point in a Tuesday meeting and a vendor demo on Thursday. A new ABM tool gets added because outbound is missing a pipeline. A new analytics layer gets added because the existing dashboards are confusing. A new content tool gets added because the team is behind on production. Each individual purchase is rational. The compound effect over three years is an unmanageable stack.
The third incentive is org structure. Marketing departments are split across demand gen, content, brand, ops, growth, and analytics, and each function buys software for its own use case. Nobody owns the whole stack. The marketing ops person, if there is one, usually inherits decisions made by people who left the company two years ago. There is no single throat to choke for utilization, which means there is no single person whose job it is to drive utilization up.
The fourth incentive is the way budgets are set. Renewal time is mostly a vendor conversation, not an internal one. Vendors negotiate hard to keep contracts in place. Internal teams, busy and underwater, sign the renewal because canceling means migration risk and political exposure. The path of least resistance is to keep paying. The annual cost of that path quietly compounds.
The fifth incentive, often unspoken, is content production pressure. HubSpot's 2026 State of Marketing report found that 83.5% of marketers say they're expected to produce more content, with 35.7% saying "much more." When the team is behind on output, the cultural reflex is to buy a tool that promises to fix it rather than to look at why the existing tools aren't getting used. That reflex feeds the stack.
Gartner's 2025 CMO Spend Survey shows marketing budgets have flatlined at 7.7% of company revenue, with 59% of CMOs saying they don't have enough budget to execute their strategy. Those constrained budgets are also funding stacks that are 67% wasted by Gartner's own measure. The two facts are not unrelated.
What does 67% waste actually cost a mid-market marketing team?
The platform invoice is the number on the contract. The real cost is bigger and quieter.
Direct waste: software you pay for and do not use. If a mid-market team is spending $250,000 a year on martech and using 33% of it, the implied waste is around $167,000 a year. That number is too clean. It is also not a bad place to start the conversation.
Implementation drag: Every tool a team buys requires configuration, integration, training, and ongoing maintenance. A tool you license but only use 30% of has consumed close to 100% of its implementation cost. The labor that went into onboarding is sunk. The hours the team spent learning the interface, importing data, and connecting it to the rest of the stack happened whether the tool gets used afterward or not.
Decision tax: The more tools a team has, the more time the team spends choosing between them. Where do leads live? Which dashboard is the source of truth? Which platform owns the email sender reputation? Every fragment of the stack adds a small ongoing decision cost that compounds across the year.
Slowdown on actual work: a team that runs marketing through twelve tools moves slower than a team that runs marketing through four. Logging in, switching context, exporting and re-importing data, and reconciling reports that don't agree. None of this shows up on a renewal invoice. All of it shows up in how much marketing actually ships.
Opportunity cost on people. Gartner's 2025 CMO Spend Survey found that 39% of CMOs plan to cut agency budgets, and martech share of spend has been declining alongside agency share, while paid media has grown. Translation: the budget pressure is real, and the obvious place to find money is the underused half of the stack rather than cutting the people doing the work or the channels producing the pipeline.
The waste is also visible in performance data. DemandScience's 2026 State of Performance Marketing Report found that marketers waste roughly 25% of their budgets on activities that produce no measurable results, with the worst-instrumented teams wasting closer to 30%. A bloated, underused stack is one of the dependencies of that waste, because every additional tool fragments the data the team relies on to know what's working, which is most of the SMB wasted marketing budget.
When a stack is 33% utilized, you are not saving money by keeping it. You are spending money to make every other part of marketing harder.
Why doesn't anyone fix this?
Three reasons.
First, no one wants to be the person who killed a tool somebody else introduced. Canceling a contract puts a name on a decision. If the canceled tool turns out to have been doing something quietly important, the person who canceled it owns the consequence. Keeping the contract distributes the consequence across the org. Most marketing leaders will pay $30,000 a year to avoid that exposure, and they don't even consciously frame it that way.
Second, audit work is not glamorous. Nobody gets promoted for finding $80,000 in cancelable contracts. They get promoted for launching a new program, hitting a number, or signing a marquee customer. Stack rationalization is a thankless job that takes weeks and rewards quietly. Most marketing orgs let it slide because the alternative is more visible.
Third, vendors are very good at retention. Renewal calls are expertly run. Sales engineers will surface features the team forgot existed. Customer success managers will offer extensions, training credits, or new bundles to keep the contract alive. Every individual save is small. In aggregate they are why utilization keeps dropping while spend keeps rising.
The honest answer is that nobody fixes this until someone is forced to. Either a budget cut creates pressure, a leadership change creates permission, or a new platform absorbs enough capabilities that consolidation becomes obvious. The teams that get it right are the ones who do so before the budget cut, not after.
What does a 90-day stack audit look like?
The version of this that most marketing leaders run in their heads ("we should really audit the stack") never happens because there is no specific deliverable. The version that works is bounded, has a single owner, and produces a list at the end. Here is the shape of it.
Weeks 1 to 2: inventory. List every tool. Pull the actual line items from the finance team's vendor list, not from memory. The marketing org always discovers tools that nobody on the marketing team is actively using and that are still being billed. Some are free trials that converted to paid. Some are personal-use accounts that became seat licenses. Some are tools that the previous director introduced, and the current director has never opened. The first surprise of every audit is the size of the list.
Weeks 3 to 4: real use. For each tool, name the person who uses it, the workflow it powers, and the frequency. Daily. Weekly. Monthly. Once a quarter. Never. This is the column most teams have never written down. It also creates the most clarity. A tool that is used once a quarter is almost never worth its annual contract.
Weeks 5 to 6: cost in context. Annual cost. Per-seat cost. Cost per active workflow. Cost as a share of marketing budget. This is where consolidation candidates start to surface. A $24,000 tool used by one person two times a month is a different conversation than a $24,000 tool used by everyone every day.
Weeks 7 to 8: overlap. Group tools by function. Content. Email. CRM. Analytics. Ads. Social. Almost every mid-market stack has at least one duplicate function. Two analytics tools. Three email senders. A scheduling tool that overlaps with the social platform that overlaps with the CRM. List the duplicates. Decide which one wins. CMI's 2024 B2B benchmarks showed that 48% of B2B marketers cite "not enough content repurposing" as a production blocker, which usually stems from a stack with tools for creating but no tool that owns the adaptation step. Identifying that gap is one of the most common audit outcomes.
Weeks 9 to 10: cancellation queue. Rank candidates by ease of cancellation (contract end date, dependencies, political risk) and savings size. Start with the easy, cheap-to-cancel, low-risk ones. Get a quick win to build credibility, then work up the list.
Weeks 11 to 12: re-implementation. The tools you keep absorb the work the canceled tools were doing. This is the step most rip-and-replace projects skip, and it's the reason they fail. If you cut a tool and don't reassign its job, the team will quietly buy a replacement six months later.
A 90-day audit run by one accountable person, with calendar time blocked, almost always produces 15 to 25% in cancelable spend. We have seen larger numbers. We rarely see smaller ones.
What about the AI tools? Aren't those different?
They aren't, but the way they are sold is.
Most AI-marketing tools currently being pitched are point solutions. AI for blog writing. AI for ad copy. AI for email. AI for social posts. AI for landing pages. Each one has a confident demo, a 14-day trial, and a price tag that looks small compared to enterprise martech. They get added to the stack the same way every other point solution gets added: because something hurt last Tuesday and the demo on Thursday looked good.
The result is predictable. Six months in, a team that had four content tools now has eleven, only two of which are actually used. The AI tag does not exempt a purchase from the utilization math. If anything, AI tools are utilized less than the older generation of martech because the team has not had time to build muscle memory for any single one.
HubSpot's 2026 data shows 86.4% of marketing teams now use AI in at least a few areas, with content creation as the top use case, with extensive adoption at 42.5%. The pressure is real. The temptation to buy your way out of it is real. The trap is buying eight specialized AI tools when one well-chosen platform would have absorbed most of the work and stayed at 70% utilization instead of 30%, which is the framework in the CMO's guide to buying AI marketing tools. The quality risk compounds the spend risk: Search Engine Land's coverage of Ahrefs ranking data shows pages at search position 1 have an 80.5% probability of being human-written versus 10% for AI-generated, even though 72% of SEOs believe AI content performs as well. Tools without editing discipline don't just get underused. They underperform.
The discipline that kept utilization at 58% in 2020 is the same discipline that will keep it from falling further: buy fewer tools, use the ones you buy, audit on a calendar, and cut without sentiment. AI does not change the rules. It just speeds up the cycle that produced the problem in the first place.
How do consolidation tools actually compare to point solutions?
Honest answer: they trade depth for breadth, and that's usually the right trade for mid-market.
A specialized point solution will always have more features in its category than a consolidation platform. The dedicated SEO tool will have richer keyword data than the all-in-one platform's SEO module. The dedicated email platform will have more deliverability features than the CRM's email module. If the depth difference matters for your specific use case, the point solution is the right buy.
For most mid-market marketing teams, the depth difference does not matter. The team is not using the deep features of the dedicated tool either. They are using the same 30% of the dedicated tool that they would use of the consolidated platform's module. So they are paying a premium for depth they do not consume. Content Marketing Institute's 2025 B2B benchmarks found only about a third of B2B marketers say they have a scalable content creation model, and 45% explicitly say they don't, which is a workflow problem more than a feature-depth problem.
The consolidation argument is also a workflow argument. A team that runs content, email, social, and ads through one platform produces faster than a team that exports from one tool, reformats for another, uploads to a third, and reconciles results in a fourth. The connective tissue between tools is invisible labor. Consolidation removes the connective tissue, which is often more valuable than any individual feature.
The real question to ask before any martech purchase is not "does this tool do X better than my current tool?" It is "will my team actually use the part that does X better?" If the answer is no, the cheaper, less feature-rich, better-utilized tool wins.
What's the right utilization target, realistically?
Not 100%. Nobody uses 100% of any tool. The right target is somewhere in the 60 to 75% range for the tools you actively rely on, and zero for the tools you don't.
A 60 to 75% utilization rate means your team is using the features that drive value, ignoring the features that don't matter for your use case, and not paying for capabilities they will never adopt. That is a healthy state. The unhealthy state is the long tail of tools at 5 to 15% utilization that are still on the books because nobody has the calendar time to cancel them.
The other useful metric is contracts per active workflow. If you have 14 marketing workflows that matter (lead capture, nurture sequences, content production, landing pages, ad creative, etc.) and 41 tools, your contracts-per-workflow ratio is around 3:1. Healthy is closer to 1:1 or 1:1.5. Anything above 2:1 is almost certainly a consolidation opportunity.
Set the target. Audit on a calendar. Cancel without ceremony. The teams that do this consistently spend less and ship more. The teams that don't keep adding tools and wondering where the budget went.
